There is an app in Google Play Store that can transform your Android device to be a CCTV cameras and webcams, the apps is IP Webcam. This application is just a two-time settings, Android devices can be network camera that utilizes a WiFi network.

In short, Android phones will be changed as a CCTV camera or webcam. Then, these devices stream video images that can be enjoyed to the other connected device, android devices or PC.
